《高職高專教育英語課程教學基本要求》作為教育部第一部針對高職高專教育英語課程的指導性文件，于2000年10月由高等教育出版社出版，在全國范圍內頒布實施。該文件明確提出“以實用為主，以應用為目的”的教學理念，旨在培養學生的語言應用能力。
《基本要求》不僅解決了98年我國高等職業教育、高等專科教育和成人高等教育三教統籌后，教育部如何對英語教學進行宏觀管理和指導的難題，還為全國高職高專院校制定英語課程教學大綱、編寫教材、設計教學和考試提供了理論依據。其主要特色包括：
